CESP participation in the European Parliament
Invited by the Renew group of the European Parliament, CESP participated in the presentation of the EUROPEAN POLICE CODE OF GOOD PRACTICES AND TRANSPARENCY project, represented by the General Secretary, Jesus Lira.
The purpose of this event was to formulate a series of good practices and transparency in the internal organization of the police and their relations within the community.
Like CESP has defended in the project 2025 – “Nurturing the seeds of change” – we defended at the European Parliament that the vocation of public service serves as a reference to the definition and practice of police activity.
During the event, it was agreed on the need and importance of establishing a Code of good practices and transparency, believing and hoping that this document would be the first and necessary step of a future European Police Statute.
The awareness of the political class as an intrinsic part of the police structure it’s a must. Good practices and transparency should not be limited simply to the technical police, but must also reach the political actors, which, ordinarily, and in most of the European countries, occupies the highest part of the hierarchical pyramid of police forces.
The recognition of our activity as a profession, not as a simple job or performance, is a purpose of CESP since 2018 – 20/25 project and “nurturing the seeds of change” -) and, furthermore, the fast and urgent recognition as a high risk profession (there are countries that still do not recognize it).
Another aspect that CESP defended in the event, is the maintenance of the independence of the technical, police and judicial actions, and the elimination of the political interference that distorts the correct police and judicial work. Separation of powers is a must. Also in police work.
Finally, we urge the European Agency CEPOL to play a greater role in the harmonization of the training programs of the European police forces and, therefore, in the recognition that the§ police profession has a primary function for the democratic balance.
We also have defended the extension of the European Prosecutor powers in order, for example, to have competency in cyber criminality.
