On November 22, 2024 in the city of Podgorica, Montenegro, the European Council of Police Unions (CESP), organized the International Conference: “The New Security Landscape: Future of Policing” on which high-level authorities from Montenegro, Mr. Dragan Gorovic, Assistant Police Director and Mr. Nikola Terdzich, Head of the Internal Control of the Ministry of Interior, along with the 15 countries, members of CESP participated and shared the latest developments in the security area, with a special focus on the future of policing and their role in maintaining peace, upholding the rule of law and protecting human rights.

The discussions during the Conference emphasised the pressing security challenges that police forces across Europe and beyond are confronting and how law enforcement adapt to these challenges in order to continue to serve and protect citizens effectively.

As stated, the daily demands on police officers are increasing, as they are required not only to ensure public safety but also to address emerging threats, such as cybercrime, hybrid threats, terrorism, organized crime, and political instability. The collective efforts must be aimed to identify strategies for overcoming these challenges, improving cooperation, and enhancing the role of the police in dealing with issues.

Also, during the Conference, CESP President, Ricardo Valadas formally presented the second edition of the strategic document, “Nurturing the Seeds of Change: How a New Police Approach can Shape the Future of Europe”.  This pivotal document serves as a comprehensive blueprint for modernizing policing methods across Europe, emphasizing innovative strategies to address contemporary challenges in law enforcement. The publication reflects CESP’s commitment to fostering progressive reform and enhancing the role of police in building safer, more inclusive societies. It underscores the importance of collaboration, adaptability, and forward-thinking in shaping a future where law enforcement aligns with the evolving needs and expectations of European communities.

This document represents CESP vision for the evolving role of police officers in shaping the future of public safety across Europe.

CESP recognizes that the demands on policing are changing, and it is imperative that the police adapt and evolve with these changes in order to ensure that police forces remain effective, transparent, and accountable to the communities they serve.
